Contraceptive mandate blocked in Illinois case

A divided federal appeals court has temporarily barred the U.S. government from requiring an Illinois company to obtain insurance coverage for contraceptives, as mandated under the 2010 healthcare overhaul, after the owners objected on religious grounds.

More than 40 lawsuits are challenging a requirement in the Patient Protection and Affordable Care Act that requires most for-profit companies to offer workers insurance coverage for contraceptive drugs and devices and other birth control methods.

Friday's 2-1 order by a panel of the 7th U.S. Circuit Court of Appeals in Chicago in favor of Cyril and Jane Korte was the second by a federal appeals court to temporarily halt enforcement against people who said it violated their faith, said Edward White, a lawyer for the Roman Catholic couple.

The 7th Circuit suggested that the couple's legal challenge might eventually prevail.


Its order came two days after U.S. Supreme Court Justice Sonia Sotomayor declined to block the provision's enforcement against companies controlled by the family of Oklahoma City billionaire David Green.

The U.S. Department of Justice, which had defended the contraceptives provision, did not immediately respond on Saturday to a request for comment.

The Kortes, who own the construction firm Korte & Luitjohan Contractors, had sought to drop a health insurance plan for 20 non-unionized workers that included coverage for contraception, and substitute a different plan consistent with their faith.

But the Obama administration's healthcare law did not allow the change, and the Kortes said that violated the First Amendment to the U.S. Constitution and the federal Religious Freedom Restoration Act, or RFRA.

In issuing an injunction, the 7th Circuit majority said the Kortes had established a reasonable likelihood of success on the merits of their RFRA claim, and that the government had not yet justified the apparent "substantial burden" on their religious exercise.

The court also said the couple had established irreparable harm, because absent an injunction they would have to choose between maintaining insurance coverage they considered inappropriate or facing substantial financial penalties.

"Business owners who are objecting to the mandate are not objecting to people using contraceptives, but that they have to arrange for and pay for it," White, a lawyer with the American Center for Law and Justice, said in a phone interview. "The federal government shouldn't tell business owners they have to contract to buy what they see as immoral services and goods."

Judges Joel Flaum and Diane Sykes comprised the 7th Circuit majority.

High court declines to block contraceptives coverage in health care law

Judge Ilana Rovner dissented. She said the Kortes were "multiple steps" removed from the contraceptives services because it was their company paying for the coverage, and because it would be a worker, her doctor and the insurer involved in the decisions about the services and their funding.

The Kortes' case is expected to continue in the 7th Circuit.

Neither the 7th Circuit nor Sotomayor ruled on the merits of their respective cases. The legal standard for obtaining an injunction from the Supreme Court is much higher.

The case is Korte et al v. Sebelius, 7th U.S. Circuit Court of Appeals, No. 12-3841.

At the same time, insider killings by uniformed Afghans against their foreign allies rose dramatically, eroding confidence between the two sides at a crucial turning point in the war and when NATO troops and Afghan counterparts are in more intimate contact.

"The overall situation is improving," said a NATO spokesman, US Air Force Lt. Col. Lester T. Carroll. He singled out Afghan special forces as "surgically removing insurgent leaders from the battle space."

Gen. Mohammad Zahir Azimi, spokesman for the Afghan Ministry of Defense, said Afghan forces were now charged with 80 percent of security missions and were less equipped to face the most lethal weapon of the militants ? roadside bombs.

"Our forces are out there in the battlefields and combat areas more than at any other time in the past," he said, citing reasons for the spike in casualties.

US troop deaths, overall NATO fatalities and Afghan civilian deaths all dropped as insurgent attacks fell off in their traditional strongholds in the country's south and east. However, insurgent activity was up in the north and west, where the Taliban and other groups have been less active in the past, and overall levels of violence were higher than before a US troop surge more than two years ago.

US troop deaths declined overall from 404 last year to 295 as of Saturday. The Defense Department says 1,701 US troops have been killed in action in?Afghanistan?since the US invasion in 2001 until Dec. 26. Of those, 338 died from non-hostile causes. Some 18,154 were wounded.

A total of 394 foreign troops, including the Americans, were killed in 2012, down from 543 in 2011. The British, with the second-largest military presence, had 43 killed ? the second-highest toll among countries with forces in?Afghanistan, by AP's count.

The AP keeps daily tallies of casualties and violent incidents across?Afghanistan?based on reports from NATO and Afghan officials. Most cannot be independently verified, and other incidents may never come to light. The statistics sometimes vary from official counts because of time lags, different criteria and other reasons.

Deaths from so-called insider attacks ? Afghan police and troops killing foreign allies ? surged to 61 in 45 attacks last year compared with 2011, when 35 coalition troops were killed in 21 attacks.

Does Every Consultant Need To Write a Book | Marketing and ...

I asked the question contained in the title of this post in a community I moderate on Google+ (Consultant Exchange- join us if you are a coach or consultant)

Somewhat predictably answers fell into two camps ? those with a book said yes it was very helpful and meaningful to their business. Those without a book said no they didn?t think it was necessary and that a well written blog might be more important.

In my business having a book (and now three) made a significant difference in terms of creating more speaking, branding and consulting opportunities. Now, a key measure in the equation is that these books are well regarded and sold well enough to stand on their own ? but there?s no question my books have led to a bigger brand for Duct Tape Marketing.

I posed the same question to my friend Guy Kawasaki and his take was a little more reserved ? ?Writing a book to open other opportunities is the wrong reason to write a book. You should write a book because you have something to say or are passionate about promoting a cause or idea.?

Kawasaki has written twelve books, including the just released APE: Author, Publisher, Entrepreneur ? How to Publish a Book. Kawasaki wrote the book to reveal everything he?s learned along the way as an author and entrepreneur with the added lessons gained from publishing his last two books without the aid of the traditional publishing machine.

APE is meant to introduce the concept of ?artisinal publishing? as a powerful avenue for anyone wishing to get their message heard in the form of a book much like an artist practicing and promoting their craft might do.

As someone that?s written several books I can tell you that if you have a desire to write a book, but have no desire to publish on your own, the section on writing a book is worth the money. If you do plan to write and publish your own work the guidance on the very specific elements of editing, formatting and submitting digital books is a gold mine.

I do believe that we have come to a point where honing and communicating a specific point of view is an essential practice in the worlds of coaching, consulting and marketing and a book is one format to do so.

More importantly perhaps is that you practice your craft in a way that allows you to gain the experience and insight needed to construct a point of view worth sharing ? do that and you?re on your way to writing that book.

Inviting Papers -Designing Design Education for India Conference ...

The?Designing Design Education for India?conference has been scheduled from March 13?15, 2013 at Pune, India. This conference is hosted by the India Design Council which is an autonomous body under the aegis of the Department of Industrial Policy & Promotion; Ministry of Commerce & Industry, Government of India.
The India Design Council is happy to invite papers/posters/ proposal for a colloquium for this conference which is going to be a premier event. This conference aims to stimulate ideas and uncover useful insights on the future of design education in India and determine the nature and future of the design education framework in India for the period 2014?2019. Iraqi Sunnis demonstrate in Anbar, west of Baghdad

FALLUJAH, Iraq (AP) ? Witnesses say tens of thousands of Iraqi Sunni Muslims have massed along a major western highway in the latest of a week of large demonstrations against the Shiite-led government.

The protesters gathered Friday near the city of Fallujah, which is in the vast Sunni-dominated province of Anbar west of Baghdad.

Protesters held aloft placards declaring the day a "Friday of honor." Some carried old Iraqi flags used during the era of ousted dictator Saddam Hussein. Others raised current ones.

The demonstrations follow the arrest last week of 10 bodyguards assigned to Finance Minister Rafia al-Issawi, who comes from Anbar and is one of the central government's most senior Sunni officials.

The province has been the scene of several large demonstrations and road blockages since last Saturday.

2013 Ed Policy Wish: Change "Obama's Approach to Education"

Article-2-Obama-change-300x225I woke up this morning from a strange dream in which my students were participating in a presentation on "Obama's Approach to Education." I was upset because I had planned to teach classes that day, only to find my students had gone to this bizarre assembly--and I had not been invited.

I was also upset, because, what valuable messages could possibly be imparted to students at this assembly? The presentation was not about the importance of education in students' lives, something the President has done a good job speaking about to students and parents in the past. This was specifically about his education policy initiatives. ?

Students are?the primary recipients of education policies, but I'm having trouble seeing how recent education policies benefit students at all. What is Obama's Approach to Education? Based on the last four years, I can point to Race to the Top, an initiative based on competition for public funds (our tax money), with a requirement that a significant component of teacher evaluations are based on value added measures of standardized testing data. ?I know what?my students think of that! (See this post: Student Thoughts on Accountability for Teachers).

In Teacher Incentive Fund grants, another policy initative of the last 4 years, all over the country districts are experimenting with creating hybrid roles that pay lead teachers more (which could be good moves), but the government controls the definition of a great teacher and the focus of the lead teacher's work: again through value added measures of standardized test data. ?President Obama, do you really think tests measure what a good teacher is? ?Apparently, you do not actually think so!

Yet, these heavy hitting policies--that gift and deny public funding to kids and families who have no voice in the matter--have the entire country chasing test scores and a huge, publicly funded industry growing around the endeavor. Meanwhile, students are losing out on authentic learning experiences, which they absolutely must have to be prepared for the dramatically shifting professional world they'll enter. ?And with so much money supporting the new testing and data infrastructures that there is apparently not enough money for the essential elements of our children's education: foreign language classes, the arts, teacher retention programs, etc. How can we allow this to continue?

I've been nearly silent with my thoughts on these policies and how they reflect on president Obama's leadership when it comes to education. I've had my reasons--mainly, I didn't want to weaken Obama's chances of reelection, since I saw no better choice. ?I hope you know that was a big comprimise for me. I am a small voice in this debate, but I value my integrity. Now I will speak up. ?

President Obama, you are such an intelligent person, capable of the highest levels of leadership. You called on a highly articulate and experienced educator in Linda Darling Hammond to lead your education campaign in 2008, and you got my vote that year in large part because of that smart choice. I did not know enough about your leadership at that point to be certain you were the best person to lead our country, but I did know enough about Linda Darling Hammond's work to make a decision I knew would benefit children across America. Then you got elected and made a hard turn in a different direction. You have been nearly silent about this as well. ?It's as if you just handed "education" off to someone else. I know you have so many issues to take care of, but I implore you to stand closer to our country's public schools.

Secretary Duncan has said,?"We came out of the gates flying" in the first term..." and he plans to "replicate that as much as we can." (EdWeek, Duncan Sketches Out Second Term Agenda). ?Are you sure you're going in the right direction? The stakes for our country could not be higher. Education is becoming a support for big money at the expense of children's futures, and you have the opportunity to turn that around.?

My education policy wish for 2013 is that President Obama will change his "approach to education." ?For a great variety of thoughtful recommendations for how this might look, check out my colleagues at Teaching Ahead: Teachers' Advice to President Obama in His Second Term. ?These are teachers, who've committed their lives to our nation's youth, and their ideas deserve a chance.

Day 1: dumbbell bench press, pullups. 10 sets 0f ten each

Day 2: ab exercises

Day 3: Incline bicep curls, tricep dips, shoulders.

Day 4: rest

Your routine doesn?t sound too bad but here is what I would change;

Day 1-chest: bench press, flyes, pushups
2-back: chinups, pullups, rows, shrugs
3-legs: squats, extensions, leg curls, lunges
4-shoulders: lateral raises, bent over lateral raises, DB presses
5-arms: curls, tricep ext.
Do abs on days 1, 3, and 5

Also use heavier weight and only do 4-8 reps with about 10 sets for each muscle group. Remember, If you can do 8, add more weight. Feel free to E-mail or IM me.

A study of 2,000 British parents found most children will put a new baby brother or sister at the top of their Christmas list, closely followed by a request for a real-life reindeer.

A ?pet horse? was the third most popular choice, with a ?car? making a bizarre entry at number four.

Despite their material requests, the tenth most popular Christmas wish on the list was a ?Dad?.

It?s sad. I think that there is a perception among many young women today that it is OK to have recreational premarital sex that may lead to having a child out of wedlock. Many unmarried women have an intuition (not supported by data) that a child will turn out fine without a father in the home. Some think (against the data) that fathers can be substituted with a government welfare check and that children won?t notice the difference. But the research shows that this is a false belief.

Excerpt:

Census data and the Fragile Families survey show that marriage can be extremely effective in reducing child poverty. But the positive effects of married fathers are not limited to income alone. Children raised by married parents have substantially better life outcomes compared to similar children raised in single-parent homes.

When compared to children in intact married homes, children raised by single parents are more likely to have emotional and behavioral problems; be physically abused; smoke, drink, and use drugs; be aggressive; engage in violent, delinquent, and criminal behavior; have poor school performance; be expelled from school; and drop out of high school.[19]?Many of these negative outcomes are associated with the higher poverty rates of single mothers. In many cases, however, the improvements in child well-being that are associated with marriage persist even after adjusting for differences in family income. This indicates that the father brings more to his home than just a paycheck.

The effect of married fathers on child outcomes can be quite pronounced. For example, examination of families with the same race and same parental education shows that, when compared to intact married families, children from single-parent homes are:

  • More than twice as likely to be arrested for a juvenile crime;[20]
  • Twice as likely to be treated for emotional and behavioral problems;[21]
  • Roughly twice as likely to be suspended or expelled from school;[22]?and
  • A third more likely to drop out before completing high school.[23]

The effects of being raised in a single-parent home continue into adulthood. Comparing families of the same race and similar incomes, children from broken and single-parent homes are three times more likely to end up in jail by the time they reach age 30 than are children raised in intact married families.[24]?Compared to girls raised in similar married families, girls from single-parent homes are more than twice as likely to have a child without being married, thereby repeating the negative cycle for another generation.[25]

Finally, the decline of marriage generates poverty in future generations. Children living in single-parent homes are 50 percent more likely to experience poverty as adults when compared to children from intact married homes. This intergenerational poverty effect persists even after adjusting for the original differences in family income and poverty during childhood.[26]

And here?s a bit more data?showing that having government replace fathers via higher taxes and more redistribution of wealth doesn?t take away the bad effects of fatherlessness:

Children reared by a divorced or never-married mother are less cooperative and score lower on tests of intelligence than children reared in intact families. Statistical analysis of the behavior and intelligence of these children revealed ?significant detrimental effects? of living in a female-headed household. After taking into account race, socioeconomic status, sex, age, and ability, high school students from single-parent households were 1.7 times more likely to drop out than were their corresponding counterparts living with both biological parents. The shooter in Connecticut hadn?t spoken to his father in two years:

Peter Lanza, the father of Sandy Hook shooter, hadn?t spoken to his son for more than two years and his father is at a loss for what drove Adam to kill 20 students and six teachers at his old elementary school.

[...]Adam, 20, had not spoken to his brother Ryan or father for upwards of two years at the time of the shooting. Adam reportedly distanced himself from his father Peter when he started to become serious with his new girlfriend, and current wife.

Peter and Adam?s mother Nancy split in 2001 but did not formally divorce until November 2008. Court records made the split appear amicable as both parties agreed to put their sons needs above any bitterness, but Adam was apparently the one to cut ties with his father in 2010.

Women need to think ahead and realize that the little children will be impacted by her choice of man, as well of her choice of whether to have recreational premarital sex with a man. If she doesn?t test him adequately and makes poor choices, then the children will be deprived of a father in the home. I don?t think that the sentiment ?he makes me happy and horny and my friends approve of him? necessarily translates into ?he can do the job of protecting, providing and leading on moral and spiritual issues?. Those are two different sets of criteria, and often at cross-purposes in a culture that despises traditional male roles as ?sexist?.

Netflix suffers Christmas Eve outage, points to Amazon

NEW YORK (Reuters) - An outage at one of Amazon's Web service centers hit users of Netflix Inc.'s streaming video service on Christmas Eve and was not fully resolved until Christmas day, a spokesman for the movie rental company said on Tuesday.?

The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles such as Nintendo Wii and PlayStation 3 to Blu-ray players.?

Evers said that the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia, and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored Tuesday morning, although streaming was available for most users late on Monday.?

"We are investigating exactly what happened and how it could have been prevented," Evers said.?

"We are happy that people opening gifts of Netflix or Netflix-capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

An outage at Amazon Web Services, or AWS, knocked out such sites as Reddit and Foursquare in April of last year.?

Amazon Web Services was not immediately available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

In war-torn Syria, tactic of targeting civilians is on the rise

Under international law, it's a war crime to target civilians in a war zone. That hasn't halted the tactic in Syria, where hundreds of civilians have died in attacks such as one Sunday at a bakery in Halfaya in a rebel stronghold.

The tactic employed increasingly in the Syrian conflict is particularly heinous and craven: Watch for shuttered bakeries in conflict-torn towns to reopen after receiving shipments of flour, and when the bread lines of the desperately hungry form, attack.

That scenario was repeated Sunday, in the Syrian town of Halfaya in the rebel-stronghold province of Hama, when a reopened bakery that had attracted hundreds of people seeking bread was bombed by government warplanes, according to news reports quoting local residents. Such attacks on spots that attract large numbers of civilians, such as bakeries, are a war crime under the 1949 Geneva Convention. Hundreds of Syrians have died in such attacks in a brutal civil war that has claimed more than 40,000 lives since early 2011, mostly civilians.?

But it was not apparent that the United Nations-Arab League envoy on the Syrian crisis, Lakhdar Brahimi, brought up the Halfaya attack or the tactic of bread-line targeting when he met Monday with Syrian President Bashar al-Assad in Damascus.

Speaking with reporters at his Damascus hotel after his meeting, Mr. Brahimi said he had had the ?honor? to meet with Mr. Assad and to share with him the perspectives of regional and world powers he has consulted with on the crisis.

Calling the Syrian conflict ?worrying,? Brahimi said it was his hope that ?all parties are in favor of a solution that draws Syrian people together.?

But in a video released Sunday by Syrian rebels and claiming to show the aftermath of the Halfaya bread-line bombing, a man is shown screaming at the camera, ?Where is the world? Where is the outrage?? Locals claimed that more than 100 people were killed in the attack after Syrian jets fired missiles at the bakery, which had been without flour for at least a week.

Proving who is responsible for the rising attacks on groups of Syrian civilians is particularly difficult because independent sources on the ground, including foreign journalists, are few and far between. But human rights groups did report on nearly a dozen bakery attacks during fierce fighting in the city of Aleppo earlier this year that were assumed to have been carried out by government forces.?

Representatives of the Assad regime claim the bread-line attacks are carried out by rebel forces seeking to incite international rejection of the Syrian government. But one pro-Assad website seemed to acknowledge that the attacks are carried out by the regime when it said the dead were ?terrorists? who were taking the bakery?s products for rebel forces.

According to Human Rights Watch, not only the military commanders ordering such attacks but also the pilots carrying them out are subject to punishment for committing war crimes. In a statement in August, when the targeting of civilian gatherings was mounting, the international rights organization released a statement noting that the Geneva Convention bars such tactics in its section defining minimum standards for treatment of civilians within a war zone.

American and other Western officials have tried to encourage Syrian officials and forces backing Assad to abandon the regime by publicly reminding them over the course of the nearly two-year-old conflict that perpetrators of war crimes will be held accountable for violations of international human rights.

Yet even as the Syrian conflict intensifies ? the UN?s Brahimi had to reach Damascus over land from Lebanon because the capital?s airport road is the scene of intense fighting and too dangerous ? it does not appear that regime supporters are abandoning Assad as quickly or in the numbers that Western powers hoped.

US and European officials continue to predict that Assad will be out of power within a matter of months, but at a Sunday press conference, the Syrian government?s information minister, Omran al-Zoubi, had a message for them: ?Forget about this,? he said.

Stores Open On Christmas Day 2012

Most of the nation's largest retailers will be closed Christmas Day.

Despite the Black Friday "creep" that led many stores to open earlier than ever on Thanksgiving, hardly any stores will be open once Santa comes to town. Walmart, Target, Kmart, and Costco will be open on Christmas Eve, but many locations will close early.

If you left your shopping for the very last minute, your best best might be your local pharmacy. Walgreens and CVS will remain open at most locations.

As for food, most locations of Denny's, IHOP, Jack in the Box, Starbucks and Waffle House will be open. For a full list of restaurants open on Christmas Day, click here.

The Spirit Of Christmas Through The Eyes Of A Non-Christian Immigrant

How do I feel about Christmas? As someone who was not born or raised a Christian, this question has been with me for a long time. No, I have not converted and I do not intend to convert. That is not even the point here. So what is point, you might ask.

The point is that I have come a long way in my understanding of the Spirit of Christmas. When I first came to this country, I wondered why everybody flocked to the malls at year end.

Then I slowly learned about the Thanksgiving and Christmas holidays. I was perplexed when I first learned that people often spend the money they do not have during this season to keep up with the compulsion of giving gifts to each other.

Is it about spending money? I began wondering. But people said they wanted to express their love and appreciation through gifts. So is Christmas about spending to show love? I was still confused. I used to say that I do not celebrate Christmas because I did not want to be a part of this compulsion to spend.

Decades later, I have learned more and have begun to understand the Spirit of Christmas a little better. I still do not buy into the spending part but I am totally sold on the Spirit of Christmas as I understand it.?

To me as a foreigner who has made this country her home and also as a Muslim, Christmas reminds me of the promise of Divine love, unity and compassion.

Christmas reminds me of the teachings of Christ who walked the earth healing people even when they were not his followers. He told us of a God who is compassionate, loving and forgiving.

Christ taught us to not judge others unless we were ready to be judged. He taught us to love one another. He taught us to have compassion.

He said we could walk on water if only we believed. Killing others for any reason was not in his vocabulary.

To Christ love is the only answer to all the evil in the world.

As we celebrate Christmas again this year, let us embrace the Spirit of The Christ. Let us bring his teachings back to life. Let us all resolve to live our life a little bit more like the way Jesus prayed we all would live.?

LaPierre refuses to back new gun curbs

After a controversial press conference last week, NRA head Wayne LaPierre made an appearance on NBC's "Meet the Press" saying the American people would be "crazy" to not put armed guards in schools. Meanwhile, Newtown, Conn., continues coping with the death of 26 people during the tragic shooting. NBC's Ron Mott report.

Updated 10:50 a.m. ET:?On NBC?s Meet the Press, National Rifle Association chief Wayne LaPierre on Sunday refused to support new gun control legislation and maintained his support for putting armed guards and police in schools in response to the Dec. 14 school shootings in Newtown, Conn.

?If it?s crazy to call for putting police in and securing our schools to protect our children, then call me crazy,? LaPierre told NBC?s David Gregory. ?I think the American people think it?s crazy not to do it. It?s the one thing that would keep people safe and the NRA is going try to do that.?

He added that the United States is now spending $2 billion to train police officers in Iraq and asked why federal funds could not be spent to train school guards to protect schools in the United States.

Asked about restricting the size of ammunition magazine or clips, LaPierre said, ?I don?t believe that?s going to make one difference. There are so many different ways to evade that, even if you had that. You had that for 10 years when (Sen.) Dianne Feinstein passed that ban in ?94. It was on the books. Columbine occurred right in the middle of it ? it didn?t make any difference.?

For the first time since the Connecticut shootings, NRA Chief Wayne LaPierre answers questions from NBC's David Gregory about his organization's stance on gun violence in America.

Feinstein, D-Calif., was the author of the 1994 ban on certain types of semiautomatic firearms which expired in 2004. She has announced that she will introduce new legislation early next year. Semiautomatic firearms, including semiautomatic weapons sometimes called ?assault weapons,? fire one round per pull of the trigger.

?I know there?s a media machine in this country that wants to blame guns every time something happens,? LaPierre said, but he insisted that an armed guard might have been able to stop Adam Lanza, the killer in Connecticut.

?If I?m a mom or a dad and I?m dropping my child off at school I?d feel a whole lot safer? if there were trained armed security guards or police protecting the school from people such as Lanza, LaPierre said, although he conceded that ?nothing is perfect? as a deterrent against crime.

LaPierre also said, ?We have a mental health system in this country that has completely and totally collapsed. We have no national database of these lunatics? and complained that de-institutionalization of the mentally ill had put too many dangerous people on the streets of America. ?We have a completely cracked mentally ill system that?s got these monsters walking the streets,? LaPierre said.

And he said many states do not put their records of those adjudicated to be mentally ill into the national instant check system that is designed to screen out convicted criminals and the mentally ill from buying guns.

The NRA CEO also argued that the federal government had invested far too little effort into enforcing the longstanding federal law that makes it illegal for convicted felons to possess guns. The federal effort to enforce existing restrictions on gun possession, he said, is ?pitiful.?

On Meet the Press, NRA chief Wayne LaPierre forcefully defended his call for armed officers in every school. NBC's Peter Alexander reports.

He said, ?If you want to control violent criminals, take them off the street.?

But he firmly opposed curbs on private gun sales and contended that the advocates of stringent restrictions on such sales want to put ?every gun sale under the thumb of the federal government.?

LaPierre called Feinstein?s bill ?a phony piece of legislation? which he predicted would not become law.

After a week of silence following the massacre at Sandy Hook Elementary School the NRA responded, saying armed guns in schools is the answer. "The only thing that stops a bad guy with a gun is a good guy with a gun," said Wayne LaPierre, NRA's executive vice president. NBC's John Harwood reports.

President Barack Obama has tasked Vice President Joe Biden with the job of consulting with members of the Cabinet and outside organizations to come up with legislative proposals by next month.

When asked about this initiative, LaPierre said, ?if it?s a panel that?s just going to be made up of a bunch of people that for the past 20 years has been trying to destroy the Second Amendment, I?m not interested in sitting on that panel?. The NRA is not going to let people lose the Second Amendment in this country.?

Following LaPierre on Meet the Press, Sen. Charles Schumer, D- N.Y., said that the NRA leader is ?so extreme and so tone deaf that he actually helps the cause of us passing sensible gun legislation in the Congress?. He is so doctrinaire and so adamant that I believe gun owners turn against him as well.?

Schumer said that LaPierre believes ?the only way to stop a bad guy with a gun is good gun with a gun. What about trying to stop the bad guy from getting the gun in the first place? That?s common sense. Most Americans agree with it.?

But Sen. Lindsey Graham, R- S.C., said killers such as Lanza were ?non-traditional criminals? people who are not wired right for some reason. And I don?t know if there?s anything Lindsey Graham can do in the Senate to stop mass murder from somebody that?s hell bent on doing crazy things? -- apart from better security in schools. The South Carolina Republican also called for getting ?mass murders off the streets before they act, by better mental health detection.?

After a week of calls for tighter gun restrictions, the National Rifle Association called for putting more armed security officers in the nation's schools and expressed concerns about violence portrayed in video games, movies and music. NBC's Pete Williams reports.

Graham said that while he was out Christmas shopping in South Carolina this weekend, people ?have come up to me (and said) ?Please don?t let the government take my guns away.? And I?m going to stand against the assault (weapons) ban because it didn?t work before and it won?t work in the future.?

LaPierre?s appearance on Meet the Press followed the strong reaction over his defiant stand during a Friday press briefing about the NRA?s response to the Connecticut school shootings.

Amid a national debate over what security measures school administrators should take to ensure the safety of students, gun-control advocates reacted with disbelief Friday to LaPierre?s call for armed guards in every school and his blaming of Hollywood films, video games, and popular music for school shootings such as the one in Connecticut.

How firmly the NRA?s allies in Congress will oppose any new legislative initiatives from Obama, Feinstein or others remains an open question.

In a test of the NRA?s legislative influence, the House of Representatives late last year passed the National Right-to-Carry Reciprocity Act, which has not yet been acted on by the Senate.

In the House vote, 229 Republicans and 43 Democrats voted for the NRA-backed bill.

The House bill allows a person with a photo identification card and a valid permit to carry a concealed firearm in one state to carry a concealed handgun in another state in accordance with the restrictions of that second state.

(AP) ? Russia would welcome any country's offer of safe haven for Syrian President Bashar Assad, but has no plans to make one of its own, Moscow's foreign minister said in the latest comments to suggest a growing distance between the two allies.

Sergey Lavrov's remarks on Friday night were among the clearest signs yet that Russia could be preparing for a Syria without Assad, as rebel pressure on the embattled leader intensifies. Over the past four weeks, fighting has reached Damascus, his seat of power, and rebels have captured a string of military bases.

Up to now, Russia has vetoed three Western-backed resolutions aimed at pressuring Syria's government to stop the violence that has killed more than 40,000 people over the past 21 months. While Russian leaders have given no concrete signs that stance has changed, their tone has shifted as rebels advance on the outskirts of the capital.

On Thursday, Russian President Vladimir Putin distanced himself further than ever from the Syrian president, saying Russia does not seek to protect him and suggesting his regime is growing weaker.

Speaking to reporters late Friday, Lavrov reiterated Moscow's position that "it doesn't invite President Assad here," although he said other countries had asked Russia to convey their offer of safe passage to Assad.

While he would not name the countries, Lavrov said Russia had responded by telling them to go directly to the Syrian leader.

"If there is anyone willing to provide him guarantees, they are welcome!" Lavrov said on board a plane returning from Brussels, where he attended a Russia-EU summit.

"We would be the first to cross ourselves and say: "Thank God, the carnage is over! If it indeed ends the carnage, which is far from certain."

Syria's conflict started in March last year as an uprising against Assad, whose family has ruled the country for four decades. But the bloody crackdown that followed led rebels to take up arms, and the ensuing fighting transformed into a civil war.

The regime has come under added condemnation in recent weeks as Western officials raise concerns Assad might use chemical weapons against rebels in an act of desperation.

Syria refuses to confirm or deny if it has such weapons but is believed to have nerve agents as well as mustard gas. It also possesses Scud missiles capable of delivering them.

Lavrov said the Syrian government has pulled its chemical weapons together to one or two locations from several arsenals across the country to keep them safe amid the rebel onslaught.

"According to the information we have, as well as the data of the U.S. and European special services, the government is doing everything to secure it," he said. "The Syrian government has concentrated the stockpiles in one or two centers, unlike the past when they were scattered across the country."

Lavrov added that U.N.-Arab League peace envoy for Syria, Lakhdar Brahimi, would visit Moscow for talks before the year's end.

The conflict's sectarian dimension looked set to deepen at the weekend, as rebels threated to storm two predominantly Christian towns in a central region if residents do not "evict" government troops they say are using the towns as a base to attack nearby areas.

A video released by rebels showed Rashid Abul-Fidaa, who identified himself as the commander of the Ansar Brigade for Hama province, calling on locals in Mahrada and Sqailbiyeh to rise up against Assad's forces or prepare for an assault.

"You should perform your duty by evicting Assad's gangs," said Abdul-Fidaa, who wore an Islamic headband and was surrounded by gunmen. "Otherwise our warriors will storm the hideouts of the Assad gangs."

He also accused regime forces of taking positions in the two towns in order to "incite sectarian strife" between Christians and the predominantly Sunni opposition. Assad belongs to the Alawite minority sect, an off-shoot of Shiite Islam.

The threat comes just two days after a U.N. team investigating human rights abuses in Syria accused anti-Assad militants of hiding among the civilian population, triggering strikes by government artillery and the air force.

The Britain-based Syrian Observatory for Human Rights, the activist group which reported the rebel ultimatum on Saturday, said such an attack by rebels could force thousands of Christians from their homes.

Christians, who make up about 10 percent of Syria's population, say they are particularly vulnerable to the violence sweeping the country of 22 million people. They are fearful that Syria will become another Iraq, with Christians caught in the crossfire between rival Islamic groups.

Clashes between troops and rebels in the central city of Homs, Syria's third largest, have already displaced tens of thousands of Christians, most of whom either fled to the relatively safe coastal areas or to neighboring Lebanon.

Rami Abdul-Rahman, who heads the Observatory, said some Christians and Alawites have also left Hama province in the past several days to escape violence. He said some of them found shelter in the coastal city of Tartus.

In Damascus, the new head of the Greek Orthodox Church of Antioch said that Christians in Syria had deep roots in the country and were not part of the conflict. Speaking to reporters in Damascus, Patriarch John X. Yazigi urged rival factions to negotiate a settlement.

Violence continued unabated on Saturday, particularly in the capital.

The Observatory said a car bomb went off in the Damascus neighborhood of Qaboun, killing at least five people and wounding others. A Syrian official confirmed the blast but had no immediate comment regarding casualties.

Elsewhere, the Syrian army said in a statement carried on state-run TV that it had repelled a rebel attack on a military base that killed a regimental commander in the Damascus suburb of Chebaa.

Also in Damascus, the state-run news agency SANA said gunmen assassinated a cameraman for the government's TV station, the latest such killing in recent months.

In another development, 11 rebel groups said they have formed a new coalition, the Syrian Islamic Front.

A statement issued by the new group, dated Dec. 21 and posted on a militant website Saturday, described it as "a comprehensive Islamic front that adopts Islam as a religion, doctrine, approach and conduct."

Several rebel groups have declared their own coalitions in Syria, including one calling itself an "Islamic state" in the embattled northern city of Aleppo.

The statement said the new group will work to avoid differences or disputes with the other Islamic groups.
